Air Pollution: Passed and returned to the Senate for concurrence in amendments on a 53-19 vote a bill (SB 151) by Sen. Robert Presley (D-Riverside) to reorganize the South Coast Air Quality Management District and give it broader powers to help reduce air pollution.

Chemicals: Passed and sent to the governor on a 44-31 vote a bill (AB 474) by Assemblyman Burt Margolin (D-Los Angeles) to require public employers to protect employees from exposure to any cancer-causing chemicals contained on the governor’s list prepared as a result of Proposition 65, approved by voters in last fall’s general election.

Smoking: Passed and sent to the Senate for concurrence in amendments on a 45-20 vote a bill (SB 1067) by Sen. Nicholas C. Petris (D-Oakland) to prohibit smoking on all airline, train and bus trips that begin and end in California. The Assembly approved the same bill by a 43-26 vote earlier this week, but a request for reconsideration was granted.

Gangs: Passed and sent to the Senate on a 74-0 vote a bill (AB 2013) by Assemblywoman Gwen Moore (D-Los Angeles) to crack down on street gang activities by making it a crime for members to knowingly participate in or willfully promote criminal conduct. Committee Action:

Freeway Shooters: The Assembly Ways and Means Committee approved a bill (SB 1065) by Senate President Pro Tem Roberti (D-Los Angeles) to appropriate $950,000 to Los Angeles County law enforcement agencies to increase patrols to apprehend freeway shooters. A 20-2 vote sent the bill to the Assembly floor. Senate Floor Action:

Transportation: Passed and sent to the governor on a 24-7 vote a bill (SB 142) by Sen. Wadie P. Deddeh (D-Chula Vista) to allow counties to ask voters to increase local sales taxes by up to a penny to finance road construction or transit projects.

AIDS: Passed and sent to the governor on a 30-2 vote a bill (SB 1001) by Sen. John Doolittle (R-Rocklin) to require physicians to offer marriage license applicants a test for AIDS.

Restrooms: Passed and sent to the governor on a 38-0 vote a bill (SB 247) by Sen. Art Torres (D-Los Angeles) to require new sports and entertainment facilities to be built with enough women’s restrooms to meet the need at peak hours.

Earthquakes: Passed and returned to the Assembly for concurrence in amendments on a 21-10 vote a bill (AB 733) by Assemblywoman Teresa P. Hughes (D-Los Angeles) to prohibit school districts from using leased classroom buildings that do not meet state earthquake safety standards starting Sept. 1, 1990.
