Toy Guns: Passed and sent to the governor on a 62-0 vote a bill (AB 295) by Assemblyman Curtis Tucker (D-Inglewood) to make it a misdemeanor offense to point a toy gun at another person in a threatening manner. The legislation is designed to deal with incidents such as a recent case in which television personality David Horowitz was forced to read a statement on the air by an intruder who turned out to be armed with a toy gun.

Toilets: Passed and returned to the Senate for concurrence in amendments on a 65-10 vote a bill (SB 247) by Sen. Art Torres (D-Los Angeles) that would require new sports and entertainment facilities to build enough women’s restrooms to meet the need at peak hours.

Parks Bonds: Passed and sent to the Senate on a 58-8 vote a bill (AB 1794) by Assemblyman Jim Costa (D-Fresno) to authorize a $475-million state and local parks and recreation bond issue to be placed on next year’s June primary election ballot.

Rent Control: Passed by a 50-15 vote and returned to the Senate for concurrence in amendments a bill (SB 692) by Sen. Barry Keene (D-Benicia) to prohibit local ordinances from imposing rent control on commercial properties.

Petitions: Passed and sent to the governor on a 74-1 vote a bill (SB 414) by Sen. William A. Craven (R-Oceanside) to make it a misdemeanor offense to offer to give money or other valuable consideration to pay for a signature on an initiative petition.

Wine: Passed and sent to the governor on a 61-2 vote a bill (AB 2308) by Assemblyman Norm Waters (D-Plymouth) to permit the issuance of on-sale wine licenses to bed and breakfast inns.

Gridlock: Passed and sent to the governor on a 48-9 vote a bill (AB 667) by Assemblyman Richard Katz (D-Sepulveda) to allow cities and counties to enact ordinances imposing $50 to $500 fines on motorists who block traffic by entering intersections on a green light but then become trapped when the light turns red. Senate Floor Action:

Pilots: Passed and sent to the governor on a 35-0 vote a bill (AB 933) by Assemblyman Gerald Eaves (D-Rialto) to make it a misdemeanor offense for a pilot with a blood alcohol level of .04% or more to operate an aircraft. Committee Action: Discrimination: The Appropriations Committee approved a bill (AB 239) by Assemblywoman Gwen Moore (D-Los Angeles) to prohibit state tax deductions for business expenses at private clubs that discriminate against women and minorities. A 7-2 vote sent the bill to the Senate floor.

License Plates: The Appropriations Committee approved a bill (AB 1786) by Assemblyman Tom Bates (D-Oakland) to set up a new artistic-design license plate program. The additional $50 fee for the plate would go to help raise money for California Arts Council projects. A 7-3 vote sent the bill to the Senate floor.

Parental Consent: The Appropriations Committee voted to delay action on a bill (AB 2274) by Assemblyman Robert Frazee (R-Carlsbad) to require a pregnant minor female to receive parental consent or obtain a court order before having an abortion. A 10-0 vote sent the bill to the so-called “suspense file� to compete with other spending bills for approval at a later date. The state Judicial Council has estimated the measure would cost $1.2 million a year in court costs, a figure that is disputed by the its author.
