Peace Plans for Central America

That the Sandinistas have put themselves on the spot by agreeing to the Central American presidents’ peace plan calling for verified democratic elections, etc., is testimony to the viability of the U.S. backed-contra pressure.
The plan may work if we continue to make sure that the contras remain potent and viable during a cease-fire until after the winners of the next Nicaraguan election are in power--whoever they may be.
Also, the plan’s ban on all foreign intervention must include all Soviet military aid, and all Soviet aid must be subject to verification and inspection.
