Palau shelved plans for semi-independence after residents of the islands--once the western Carolines--failed for the fifth time to back proposals by the territorial administration. Officials said that no more referendums will be held on the self-government compact before presidential elections scheduled for November, 1988. A final count of the June 30 vote showed 5,500 in favor of the compact, and 2,600 against--well short of the 75% required for approval.
