Wall Street millionaire Arthur Salomon was arrested on charges he shot and critically wounded a young man in a traffic dispute on the Hutchinson River Parkway, near Scarsdale, N.Y., then fled in his car, police said. Salomon, 52, an ex-partner in the Salomon Bros. investment firm founded by his grandfather, surrendered nearly four hours after authorities traced the license plate numbers on his car, police in Westchester County said. He was released on $10,000 bail. Salomon, who lives in Manhattan, faces up to 25 years in prison if convicted on the second-degree attempted murder charges.
