Black Mayor Won’t Run

HARTFORD, Conn. — Thirman Milner, the first black mayor of a major New England city elected by popular vote, says he will not seek a fourth two-year term in November. Milner made the announcement Tuesday, saying he was frustrated by “the cumbersome” layers of city government that handcuffed his efforts.
