About 1.3 million homes tuned in Monday afternoon to watch the former secretary to National Security Council aide Lt. Col. Oliver L. North in her TV debut as a witness. That figure was the highest number yet for CNN’s daily installment of testimony before the joint congressional committees, said a spokesman. Hall beat out by 200,000 homes the May 7 appearance of retired Air Force Maj. Gen. Richard V. Secord.
