West Covina : Motel Zoning Bid Rejected
The City Council has rejected a developer’s appeal for a zoning change that would have allowed him to build a 39-unit motel on a half-acre site near the San Bernardino Freeway. Donald Cotten proposed building the three-story motel on Garvey Avenue North on a site zoned for industrial use but slated for service and neighborhood commercial use in the city’s 1985 general plan. Council members, however, indicated that the property was too small to accommodate a 39-unit motel and upheld a decision by the city’s Planning Commission to deny the developer’s request.
