Kidnap Counts Filed Against Sex Offender

Felony charges were filed Monday against a registered sex offender accused of abducting a 3-year-old Highland Park boy Wednesday and molesting him.
Kenneth K. Rasmuson, 25, of Santa Barbara could face a maximum sentence of 28 years if he is convicted of kidnaping and a lewd act on a child, Deputy Dist. Atty. Alfred Jenkins said. Rasmuson, who was released from Atascadero State Hospital two years ago, surrendered Saturday, two days after the kidnaped child was found in Agoura by a passing motorist.
