Iran Foreign Minister Meets Shevardnadze

MOSCOW — Soviet Foreign Minister Eduard A. Shevardnadze and Iranian Foreign Minister Ali Akbar Velayati began talks today in an effort to improve relations between their countries.
Velayati is the highest-ranking Iranian official to visit Moscow since the 1979 Islamic revolution in Iran.
