Organizers for the nation’s air traffic controllers, whose union was broken up by President Reagan following an illegal strike in 1981, have won the right to conduct a labor election, officials said. The Federal Labor Relations Authority said organizers for the new union have submitted about 5,800 signatures from the controllers seeking government recognition as a labor union.
