The Reagan Administration proposed legislation to permanently ban federal financing of abortions except where the life of the mother is threatened, and to deny family planning money to private groups that also perform abortions. A third part of the measure sent to Congress by Health and Human Services Secretary Otis R. Bowen, while having no legal effect, would put Congress on record as urging the Supreme Court to reverse the 1973 decision legalizing abortion.
