President Reagan’s budget director told Congress the Administration’s fiscal 1988 spending plan had met its deficit targets, despite congressional analysis showing $30 billion more red ink than the Administration figures. James C. Miller III, director of the Office of Management and Budget, told the Senate Appropriations Committee that the White House spending plan met the deficit target of $108 billion under the Gramm-Rudman budget-balancing law.
