U.N. Secretary General Javier Perez de Cuellar and the foreign ministers of the Contadora Group began a two-day tour of war-torn Central America in a bid to revive talks on a regional peace treaty. They met first with Costa Rica’s President Oscar Arias Sanchez, then flew to Managua for talks with Nicaraguan President Daniel Ortega. The peace effort by the Contadora Group--Panama, Mexico, Venezuela and Colombia--began four years ago but stalled over disagreements between Nicaragua and its neighbors, Honduras and Costa Rica. Joining the tour are Joao Baena Soares, secretary general of the Organization of American States, and diplomats from Argentina, Brazil, Peru and Uruguay--nations that support the Contadora effort.
