Soviets Reprimand Former Party Leader

MOSCOW — The former Communist Party leader in the Soviet republic of Tadzhikistan, Rakhman Nabiev, has been reprimanded by the party for his involvement in a housing scandal, an official newspaper said.
The Dec. 24 edition of Kommunist Tadzhikistana, which reached Moscow on Saturday, said local party leaders met to review illegal distribution of apartments built with party funds by “certain high officials” who gave the best flats to relatives.
