‘Trafficking in Chaos’

Congratulations and thanks for your editorial, “Trafficking in Chaos” (Nov. 23) on behalf of immediate planning to alleviate the traffic congestion in downtown Los Angeles. I would like to suggest an additional proposal to those you listed:
Mark the downtown intersections with “Do Not Block Intersection” signs.
When the signs have been installed, inform the public that they should obey the signs and not enter an intersection until they can clear it before the light turns.
After the public relations effort, then the police should enforce the rule by issuing tickets to those who get caught in an intersection--and thus create the gridlocks.
This system works in other cities, and it can work here.
