Redondo Backs Outside Job Curbs

The City Council unanimously voted to have the city attorney draft an ordinance that would prohibit the city clerk, city treasurer and the city’s 12 department heads from holding other employment if it conflicts with or interferes with their city positions.

Under the city Charter, the city attorney cannot practice law other than for Redondo Beach, said City Atty. Gordon Phillips.

Phillips said state laws prohibit some conflicts of interest for elected and appointed officials but that some prohibitions are not effective unless they are made a condition of employment.

“The word conflict is such a broad and multifaceted legal term†it is hard to apply, he said.

Mayor Barbara J. Doerr and Councilwoman Marcia Martin asserted that the suggested ordinance, proposed by Councilman Archie Snow, was politically motivated because City Clerk John Oliver and City Treasurer Alice DeLong are running for reelection in March. Snow’s original proposal included only restrictions on those two officials.
