The New York City police commissioner, under pressure from officers, abandoned plans for large-scale, periodic transfers of officers to different precincts to keep graft from taking root in the 27,200-member force. The plan had prompted a six-day police slowdown that saw a reduction in the number of arrests made and summonses issued. Commissioner Benjamin Ward announced that senior officers will not be transferred and that officers recently graduated from the Police Academy will be reassigned after three years.
