Stairway Money Granted: The California Coastal Conservancy has awarded the city a $44,968 grant to construct a beach stairway and bluff-top plaza at 20th Street and Pacific Coast Highway. In 1981, the state conservancy funded a series of beach access ways. The grant, approved Oct. 16, fills in a gap in that series, which stretches from 9th Street to Golden West Street, conservancy officials said in announcing the award. The conservancy grant will be matched by a county grant of $75,000. The new project is planned to extend the city’s Bluff Top Park, providing a landscaped park and plaza on top of the bluff and steps leading to the beach below. Construction is expected to be completed by the summer of 1987.
