Ex-VA Chief Harvey Higley

MARINETTE, Wis. — Harvey V. Higley, head of the Veterans Administration under President Dwight D. Eisenhower, died Wednesday at 94.
Eisenhower named him VA administrator in July, 1953, and he held the post until November, 1957, when he resigned in protest over proposed cuts in veterans’ programs. Higley was a World War I veteran.
