A successor to the late Los Angeles City Councilman Howard Finn will be elected by voters on Feb. 3, the City Council decided. Finn, who represented the 1st District when it was centered in the East San Fernando Valley, died Aug. 12 of a ruptured aorta. Since his death, the district lines have been moved to encompass a predominantly Latino area north and east of downtown. The approval came over the objections of Councilmen Joel Wachs and Ernani Bernardi, who have argued that setting the election in April on the same day as the regularly scheduled city election would save the city $125,000, a figure supplied by City Clerk Elias Martinez.
