Filipino Rebel Leader Charged

MANILA — The government today formally charged a captured top Communist guerrilla leader and two others with rebellion and rejected a rebel offer to resume cease-fire talks in exchange for their release.
Prosecutors recommended rebel leader Rodolfo Salas, his wife, Josefina Cruz, and their bodyguard and driver, Jose Concepcion, be held without bail on the charge, which carries a maximum penalty of death.
