The government of Canadian Prime Minister Brian Mulroney outlined a plan for the second half of its term, promising to lower some personal income taxes, step up the battle against drug and alcohol abuse, combat violent pornography and consider new ways to fight regional disparity. But the lower tax rates, part of an effort by the ruling Progressive Conservative Party to simplify the tax system, will be accompanied by unspecified tax increases in other areas. Governor-General Jeanne Sauve, who delivered the speech written by Mulroney during the opening session of Parliament, also asserted sovereignty over the Canadian Arctic, reflecting disagreement with Washington, which considers the Northwest Passage to be international waters.
