The government should consider selling licenses for new radio and TV stations to the highest bidder, the chairman of the Federal Communications Commission said. Mark S. Fowler, testifying before Congress on a proposal to sell mobile radio and satellite frequencies, said that sale of existing broadcast licenses already awards channels to the highest bidder, but the money goes to the seller and not the government. Fowler’s was the first suggestion that the government auction new TV and radio licenses.
