After weeks of speculation about early parliamentary elections in South Africa, President Pieter W. Botha announced in East London that the balloting will not be held this year. He left open the possibility, however, that he would seek a new electoral mandate next year for his National Party and its program of step-by-step reforms. Senior Cabinet ministers reportedly felt that the party was not ready for elections in November. The next regularly scheduled parliamentary elections are planned for 1989.
