Former Litton Systems Inc. executive Michael J. Millspaugh pleaded guilty in Philadelphia to 20 counts of mail fraud in connection with a $6.3-million plot to cheat the government. Millspaugh was accused of inflating costs on at least 25 defense contracts while working for Clifton Precision, a Litton Systems subsidiary. The government pledged to seek dismissal of a count of racketeering and a count of lying to a government agency. In July, Litton Systems, a subsidiary of Litton Industries, pleaded guilty to 321 counts and agreed to repay the $6.3 million.
