The Indian government today filed suit against Union Carbide, saying the U.S. company was primarily responsible for the toxic gas leak at its pesticide factory in Bhopal that killed more than 2,000 people and injured about 200,000.

The government said the enormity of the Dec. 3, 1984, disaster is so great that the exact amount of damages and injuries suffered by the people cannot be determined at this time. India rejected Union Carbide’s offer of a $350-million out-of-court settlement as inadequate.
