Vietnam gave the United States “substantial lists” identifying children fathered by American soldiers--estimated to number 15,000 and considered by Hanoi to be Washington’s responsibility. A U.S. Embassy spokesman said the lists of Amerasians and other groups eligible for resettlement to the United States were given to Bruce Beardsley, head of the Bangkok office of the U.N.-sponsored Orderly Departure Program. The program was established in 1979 and to date has facilitated the resettlement of more than 45,000 Vietnamese and 4,000 Amerasians.
