An unreleased federal study shows 5% of young American adults are illiterate and another 15% are semiliterate--even though 98% have completed the eighth grade. A government source said the Young Adult Literacy Assessment, to be issued Sept. 24 by the Education Department, was based on a survey of 3,600 people last spring and summer. It was conducted by two private groups, the Educational Testing Service and the National Assessment of Educational Progress, at a cost of $1.8 million.
