Auto Insurance: Passed and sent to the governor on a 61-15 vote a bill (AB 2610) by Assemblyman Richard Katz (D-Sepulveda) to make drivers 55 years of age and older eligible for reduced auto insurance rates if they satisfactorily complete a state-approved driver improvement course. A related bill (SB 1585) by Sen. Alan Robbins (D-Van Nuys) that would have made drivers 65 and older eligible for lower auto liability insurance coverage at less expensive rates was defeated on a 19-49 vote. Committee Action:

AIDS: Passed and returned to the Assembly on a 38-0 vote for concurrence in Senate changes a bill (AB 2404) by Assemblyman William J. Filante (R-Greenbrae) to provide $4 million in loans to California companies conducting research aimed at developing an AIDS vaccine. The state would be repaid and get royalties from a successful vaccine.

AIDS: Passed and sent to the governor on a 38-0 vote a bill (SB 2453) by Sen. Milton Marks (D-San Francisco) to permit people with severe AIDS-related conditions to be presumed disabled and eligible for Medi-Cal benefits.

Disability Insurance: Passed and sent to the governor on a 38-0 vote a bill (SB 1633) by Sen. Bill Greene (D-Los Angeles) to establish a new formula to compute the disability insurance tax rate.
