Mark D. Sachar, an attorney and a real estate broker, has been named a principal and chief financial officer of McFarlane, Lambert & Co. Inc. with offices in Pasadena, Los Angeles and Newport Beach. All of the firm’s professional staff members are both attorneys and licensed real estate brokers.

Richard Benbow has been appointed by the Community Redevelopment Agency to the newly created position of deputy administrator for equal opportunity and public affairs. He has been associated with the CRA as director of equal opportunity and was manager of the Watts Redevelopment project.

Penny Martin, formerly marketing manager for McKellar Development of La Jolla, has joined the San Diego office of Interiors by Design, a subsidiary of Yeiser-Garland & Associates. Named marketing director, Martin will work directly with developers and new business development.

Allen M. Rubenstein, a partner at Gruen Associates, Los Angeles, has been elected a Fellow in the American Society of Civil Engineers in recognition of significant technical achievement. Rubenstein is currently partner-in-charge of the Pacific Design Center expansion in West Hollywood.

Ted L. Hoover, previously with California Communities Inc., has been named vice president/finance and administration at Hillman Properties West Inc., Newport Beach. Dwight R. Belden, formerly with Continental Pacific Enterprises, has been appointed vice-president of development for the firm.

Robert S. Baitch, an architect and general contractor, has joined McMillin Development, San Diego, to head its in-house design department.

Scott D. Schwartz, formerly project manager for the Beaudry Center, has joined the Los Angeles-based Irving Bonios Co. as a vice president.

Bruce H. Archibald, former senior executive with Cannell & Chaffin Inc. and the Koll Co., has been appointed vice president and sales manager of Grubb & Ellis Commercial Brokerage Services, Los Angeles office.

James E. Bush has been named an associate with the San Diego architectural firm of Salerno/Livingston & Partners, San Diego.

Tim McGinis, formerly director of finance for MDC Holdings Inc. in Denver, has been promoted to vice president of finance and transferred to the firm’s West Coast subsidiary, Richmond American Homes of California, Santa Ana. Philip A. Miller, previously with the Marlboro Group in Phoenix, has been named vice president of construction for the division.

Carrie Hawkins, president and chief executive officer of Trinity Mortgage Co., has been appointed by Gov. George Deukmejian to serve on the board of the California Housing Finance Agency.
