The antitrust division of the Justice Department, acknowledging that the deal might have anti-competitive effects, urged the Transportation Department to approve United’s $146-million purchase of Frontier Airlines because of Frontier’s shaky financial condition. United’s purchase of Frontier from People Express has been opposed by Continental Airlines, which has argued that it would violate antitrust laws and harm competition at Denver.
