The House bill, sponsored by Rep. Matthew G. Martinez (D-Monterey Park), would block the sale of the nation’s largest group of Spanish-language television stations to Hallmark Cards and First Capital Corp. of Chicago. The $301-million sale would transfer KMEX-TV in Los Angeles, KFTV-TV in Fresno, WLTV-TV in Miami, WXTV-TV in Patterson, N.J., and KWEX-TV in San Antonio to non-Hispanics. The bill would change FCC policies concerning transfer of revoked or non-renewed broadcast licenses to create a more favorable opportunity for minorities.
