The government has given Eden Pastora, the former Nicaraguan rebel leader, permission to operate 10 fishing boats in Costa Rican waters.

In approving his request, the government said Pastora cannot use his boats along the San Juan River, which divides Costa Rica from its northern neighbor, Nicaragua.

Pastora, known as Commander Zero during the Sandinista revolution in Nicaragua, broke with his Nicaraguan colleagues over their leftist politics in 1983. In May, he crossed into Costa Rica to give up his three-year war against the Sandinista government. Costa Rica granted him political asylum June 3.

Pastora, 49, worked as a shark hunter in Costa Rica in the mid-1970s.
