PHILADELPHIA — FBI agents arrested City Councilman Leland Beloff, a top aide and another man today on charges of conspiring to extort $1 million from a developer in charge of a waterfront project, authorities said.
Beloff, 44, was arrested along with Robert Rego, 42, Beloff’s chief legislative assistant, and Nicholas Caramandi, 52, FBI spokesman Jim McIntosh said. McIntosh said the three men were charged with conspiring to extort money from Rouse Corp. to ensure introduction and passage of a city ordinance critical to the large-scale development of Penn’s Landing along the Delaware River.
