Syrian mediation efforts to end the war for control of Beirut’s refugee camps ran into snags, and Shia Muslim militiamen and Palestinian guerrillas battled into a third week. The combat resumed after a meeting between Nabih Berri, leader of the Shias’ Amal militia, and a Syrian army general ended without a cease-fire agreement. Berri wants the camps disarmed and demands controls to prevent the return of more of the guerrillas, who are trying to rebuild their Beirut power base.
