The victim, Freddie Kenneth Keaton, lived in an apartment in the 400 block of 39th Street.
Police, who were flagged down by a woman running down Meade Avenue near 40th Street, found Keaton lying in the front room of an adjacent apartment about 4:20 p.m.
He had been shot in the back twice with a .22-caliber rifle, police said.
Police were met in the driveway by J.D. Martin Jr., 38, of San Diego. Martin was arrested at the scene on suspicion of murder, police said.
