Monterey Park : Fortune-Telling Permit

The Monterey Park City Council has issued its first fortune-telling permit under an ordinance that was adopted last year. The ordinance had replaced a fortune-telling ban that was made illegal when the state Supreme Court ruled that a similar ban in Azusa was unconstitutional.

Hing Fong Lee, 57, won approval to conduct the business at 731 S. Atlantic Blvd. on condition that he post a $10,000 surety bond. The ordinance requires the bond as a guarantee of indemnity for any “loss, damage, theft or other unfair dealings suffered by any patron of the applicant.”
