Fluor Corp. said Monday that its Fluor Canada Ltd. unit has been awarded a $15-million contract to perform engineering services at a heavy-oil refinery under construction in Regina, Saskatchewan. The Irvine-based engineering and mining firm said the NewGrade Co-op Heavy Oil Upgrading Project is designed to make tar-like, heavy oil more refinable. Work on the refinery is already under way and completion is expected by late 1988.
