Trade Pact With Canada Stalls

WASHINGTON — A Senate committee, divided and on the verge of delivering an embarrassing defeat to the Administration, today temporarily postponed action on President Reagan’s plan to negotiate a free trade pact with Canada.
Senate Finance Committee members generally agreed that reducing tariffs and eliminating trade barriers with Canada would be a good idea. But the 20-member panel appeared equally divided over whether to grant Reagan’s request for “fast track” approval of negotiations to achieve those goals.
