Houston Mayor Orders Freeze on Hiring

HOUSTON — Mayor Kathy Whitmire, facing a projected $72-million shortfall in next year’s budget, last week ordered a freeze in hiring except for critical positions. The city employs more than 21,000 people, making it one of Houston’s largest employers.
