MEXICO CITY — The Mexican navy has completed its Alerta I training exercise, which involved 2,000 marines in maneuvers in the Gulf of Mexico and 1,000 on Isla Margarita off southern Baja California’s Pacific coast, the government newspaper El Nacional reported Thursday.
