Ecuador declared a state of emergency after a renegade general took over an air base for the second time in a week. Gen. Frank Vargas Pazos, former air force commander, called on his supporters to march on the government palace and restore “a true social democracy.” The general took over Mariscal Sucre air base in the capital of Quito, claiming that officials broke an agreement that led to his surrender at another air base on Tuesday. Under the agreement, two top military leaders resigned, but Vargas said they also should have been arrested.
