Seabrook officials, in a crucial step toward winning a license for their controversial nuclear plant at Newington, N.H., staged an emergency drill that included a mock uncontrolled release of radiation. The highest level of alert, a general emergency, was declared, and all residents within 10 miles of the plant hypothetically were ordered to leave. In reality, residents in the 10-mile emergency zone were not told of the drill, but state, local and utility officials participated. Opponents of the plant saw the drill as the last major obstacle toward its licensing.
