Custodians at Porterville State Hospital have begun wearing orange armbands to protest Gov. George Deukmejian’s plan to turn their tasks over to a private janitorial service. About 20 of the hospital’s 87 custodians met and chose the armbands as a way to express their opposition to the proposal in the 1986-87 state budget.
