Soviet Construction Minister Retires

A long-serving minister in the Soviet construction sector has been replaced by a man 13 years his junior, the official Tass news agency reported Thursday.

Tass said that Nikolai V. Goldin, minister of construction for heavy industry for almost 19 years, has retired at the age of 75.

He was replaced by Sergei V. Bashilov, 62, who has worked since 1979 as minister responsible for construction in the Soviet Far East, including the building of the new Trans-Siberian railway line.

In his 10 months so far as Communist Party leader, Mikhail S. Gorbachev has overseen a far-reaching shake-up of party and government ranks. About one quarter of the country’s 60 ministers have been replaced, almost always by younger men.
