Jan T. Martin, 39, of Costa Mesa, an assistant vice president at Western Empire Savings & Loan Assn., has been promoted to full vice president. Martin, who was hired in 1984, continues as head of the Irvine S&L;’s administrative and personnel services and as corporate secretary.
