The Navy will build a 400-bed, medium security prison at San Diego’s Miramar Naval Air Station--one of three such new facilities intended to replace 21 antiquated brigs now scattered around the nation. A Navy source in San Diego told The Times that the decision to locate the new prison at Miramar was made in Washington, with little input from San Diego Navy officials.
