Internal Revenue Service Commissioner Roscoe L. Egger Jr. said he would not make “ironclad guarantees” that the 1986 tax-filing season would be free of the massive problems of mishandled tax returns that occurred this year. But Egger told a Senate Judiciary subcommittee that the IRS has taken steps to improve the system, including buying more computers and improving employee training.
