The average disabled veteran’s payment from the federal government will drop by at least $151 if the Gramm-Rudman budget-balancing bill is enacted, Veterans Administration documents showed. The annual benefit to veterans’ survivors also would fall by at least $248 under the measure, sponsored by Sens. Phil Gramm (R-Tex.) and Warren B. Rudman (R-N.H.). The bill, approved by the Republican-run Senate, would force spending cuts to balance the budget by 1990. The Democrat-controlled House has passed a rival plan that would exempt some veterans and poverty programs from the cuts.
